Don’t let lead paint put your family at risk. If you have children under the age of six in your home and your home was built before 1978, your family could be at risk for lead poisoning.  

Since 1998, EANDC’s Lead-Based Paint Programs has provided assistance in the form of grants and deferred loans to homeowners and landlords to make their homes and rental property lead safe. 

 

Qualifications

  • Households with a child under the age of six (6)
  • Household income cannot exceed the income guidelines (contact Lead Office to see if you qualify)
  • Structures with more than 4 units are not eligible for assistance
  • For the ALBPHCP and the LEAP Programs the property must be located in the City of Akron
  • For LHRDGP Program properties must be in one of the programs partners assigned areas in Summit  County, Barberton or Youngstown
  • Properties must have lead hazards and meet the program qualifications for specific program

Akron LeadBased Paint Hazard Control Program is a city wide program. Some of the items clients can receive are windows, interior and exterior doors, vinyl siding, and porch replacement/repair if those items test positive on the Summit County Health District’s Lead Risk Assessment Report. Homeowners may receive a grant in the amount of $6,000.00 or $10,000.00 depending on where they fall in the income guidelines for
their family size. The deferred loan is a zero interest loan with no monthly payment. The deferred loan must be repaid when the owner(s) do a loan consolidation, refinance, sell the property, or transfers title. Landlords can receive a dollar-for-dollar matching grant up to $5,000.00. No deferred loans are available through this program for landlords.

Lead Hazard Reduction Demonstration Grant Program is a program that address lead issues and rehabilitation items. All lead issues are addressed as part of the work. Landlords can receive a 75% match on the first $10,000.00 of lead hazard reductions and a 50% match on rehabilitation with the maximum grant amount being $7,500.00 for lead and $7,500.00 for rehabilitation. Owner occupied in the City of Akron, may qualify for a $7,500.00 lead hazard reduction grant, a $7,500.00 rehabilitation grant, and a $7,500.00 zero interest deferred loan. All housing code violations must be addressed as part of the list of work.

Lead Elimination Action Program – Landlords can receive a 65% match on the first $10,000.00 of Lead Hazard Reduction. Landlords will be responsible for 100% of lead costs for a vacant unit. If the unit is
occupied by an eligible client within the program timeline, the Landlord will be reimbursed the LEAP eligible matching grant for that unit. The LEAP program can also provide a $7,000.00 grant from the City
Rehabilitation Assistance Program. The Rehabilitation Assistance Grant Program will provide a dollar-for-dollar matching grant. Maximum rehabilitation grant for a single unit is $7,000.00. Structures with 2-4
units are eligible for a grant between $7,000.00 and $14,000.00 up to the maximum of 4 units. Landlords who use the rehabilitation grant may qualify for a prime plus 1/2% loan, if approved by the City Planning
Department Loan Review Committee.
